Houston County E911 History


1980 - Discussions began about developing 911 in Houston County. Most county officials agree the proposal of 911 merits further study.
1984 - Southern Bell develops the enhanced 911 service. It is telephone number intelligent. The system can look at the whole 7 digit number and decide where the caller is and what emergency service office is closest to the emergency location.
1986 - Houston County signs a contract with Southern Bell for E=911 service but expected costs are deemed too much for county residents.
1990 - December, RUOK up and running for county residents.
1990 - Georgia Legislature passes legislation allowing a 911 fee of up to $1.50 to be added to each phone bill.
1991 - February, All governing entities in Houston County sign 911 agreements.
1991 – March Houston County citizens begin paying extra $1.50 oh phone bills.
1991 – March, plans begin for construction of 911 center. Cost is expected to be $961,777 for building and equipment.
1991 – April, Dispatchers begin training on new E-911 system.
1991 – June, 911 committee members decide to move location of 911 building from next to Tanner Park to the south side of the annex directly behind the driver’s license office.
1991 – July, Construction begins on the new 911 center.
1991 – November, Agencies begin moving into the 911 center.
1991 – December, 31st at 9:11 am the first 911 call is received by Houston County.
1993 – Communications room is dedicated in memory of Operations Manager, Ron Ott.
1996 – 911 Committee votes to place Houston County E-911 under the Sheriff’s Office.
1996 – July, Capt. Ricky Harlowe takes position as 911 Commander.
1999 – December, 911 center migrate to new OSSI CAD system.
2001 – 911 center changes from positron phone system to Motorola Centralink System.
2001 – GIS mapping added to CAD system.
2004 – May, New communications room addition complete with all new equipment.
2004 – June 20, New 800 MHZ radio system on line.
2005 – MDT and AVL functionality added for patrol cars, fire trucks and ambulances.
2009 – Preparations begin to attain CALEA Accreditation.


In 1991 we started with 24 employees and today we operate with a staff of 50. Our call vlume has more than doubled and our equipment is state of the art.
